AG Murrill's Office arrests former LDH employee for knowingly assisting a family member in concealing their income and marital status to receive Medicaid benefits
Attorney General Liz Murrill's Louisiana Bureau of Investigation (LBI) received a criminal referral from Louisiana Department of Health (LDH) regarding allegations that 33-year-old Courtney Higgins, of Daisy Street in Monroe, and a former LDH employee, had knowingly assisted a family member in concealing their income and marital status for purposes to receive Medicaid benefits.
During this investigation, LBI agents learned that Higgins had submitted a false employment verification letter to LDH in order for a family member to receive Medicaid benefits.
Higgins was aware that the family member was not eligible to receive Medicaid benefits. Higgins actions defrauded the Medicaid program of approximately $22,536.56.
On October 8, 2025, Courtney Higgins was booked without incident at the EBR Parish Prison on felony charges of:
- 1 Count of 14:133 -- Filing False Public Records -- (Felony)
- 1 Count of 14:70.9 -- Government Benefits Fraud -- (Felony)
Higgins' bond was set at $5,000.00.
This investigation is ongoing and an additional arrest is expected.
*All persons are presumed innocent until proven guilty.
