This arrest was a result of a joint investigation with the Louisiana Bureau of Investigation Cyber Crime Unit, the St. Tammany Parish Sheriff’s Office, the East Baton Rouge Sheriff’s Office, Homeland Security Investigations, and the Pearl River Police Department in affiliation with the 22nd Judicial District SVU Task Force.

"Consistent with President Trump’s January 20, 2025, Executive Order entitled “Unleashing American Energy,” we respectfully request that the U.S. Department of Justice dismiss all lawsuits related to insurance coverage under the Oil Pollution Act of 1990 (OPA 90). The DOJ filed the lawsuit in question during the waning days of the Biden Administration and have directly harmed the Louisiana energy industry.

Attorney General Murrill joined a coalition of 20 attorneys general supporting efforts to overturn the U.S. Supreme Court’s 2008 decision in Kennedy v. Louisiana, which barred states from imposing the death penalty in cases of child rape where the victim did not die.

LBI opened a criminal investigation after receiving information from the Louisiana Legislative Auditor’s Office (LLA) regarding allegations of fraud within a state administered program. Auditors had discovered fraud within the Emergency Rental Assistance Program (ERAP) administered through the Louisiana Division of Administration (DOA), Office of Community Development (ODC), located in Baton Rouge.

On Tuesday, September 23rd, agents arrested Williams pursuant to an arrest warrant issued by the 19th Judicial District Court on charges of Government Benefits Fraud and Filing False Public Records. Williams was booked without incident at the East Baton Rouge Parish Prison.

Upon arrest, Palmer was transported to the St. Tammany Parish Jail for booking.
