AG Murrill's Louisiana Bureau of Investigation arrests husband of former LDH employee for Governments Benefits Fraud
Agents with Attorney General Liz Murrill's Louisiana Bureau of Investigation (LBI) arrested the husband of a former Louisiana Department of Health employee for Government Benefits Fraud.
LBI received a criminal referral from Louisiana Department of Health (LDH) regarding allegations that 36-year-old Dominque Higgins, of Daisy Street in Monroe, and his wife Courtney Higgins, a former LDH employee, had concealed their income and marital status for purposes to receive Medicaid benefits.
During this investigation, LBI agents learned Dominque Higgins had concealed his income and marital status in an effort to continue receiving benefits. Agents also learned Courtney Higgins had uploaded a false employment verification letter, to Dominque’s LDH file, in support of the false claim that he was unemployed. The couple was aware that Dominque was not eligible to receive Medicaid benefits.
As a result of their actions, the Medicaid program was defrauded of approximately $22,536.56.
Courtney Higgins was previously arrested on October 8, 2025, for her role in this scheme.
On November 4, 2025, LBI agents booked Dominque Higgins without incident at the EBR Parish Prison on felony charges of:

Dominque Higgins' bond has reportedly been set at $5,000.
The investigation is ongoing.
